It is noteworthy that the Pre- sident's plan, as outlined above. makes no mention, of cuts in the building programme, on which the Navy Department proposes to spend £26,000,000 next year.

In 1914 the United States was spending on its navy £40,000,000; last year it spent £78,000,000. The corresponding figures for Great Britain are: 1914, £76,000,000; 1930, £52,400,000.
