The subject is, by no means new one, says the Nautical Maga zinc. Long before the loss of the Highland Hope, attention to the gravity of the situation appeared in these pages, and from what transpired at the recent investiga tion into the loss of this passenger · vessel it would seem that the time has arrived when more stringent measures must be enforced to make rife-saving exercise compulsory.
Both the Board of Trade and shipowners do their utmost to furnish ships with efficient, life- saving equipment, but the human element must contribute its share in promoting efficiency and in knowing how to use it to the best advantage in 'time of peril. Boats will not lower or fill themselves, and without proper organisation their value as a means of escape: from a doomed ship becomes con- siderably reduced.
The failure of passengers to make themselves acquainted with life-saving equipment is almost criminal, for not only do they jeoparding the aafety of their own
lives in time of disaster but those of othors. The regular passenger- realises the danger of neglect, but the casual traveller is entirely bereft of sea-sense.
"Did the catering department not know that boat drill was being held on the vessel at 11 a.m." To this, the reply was given that notices were. posted in all the cabins and crew spaces. Another question was: Why were refresh- ments being served at this parti cular time? "Only 30 passengers took the trouble to attend drill,' Captain Jones stated, "It is not attend caay to get passengers to boat drills," he said; "they were all too busy with their whiskies and sodas."
