CANAL DUES?
Liverpool's Call for Action.
TRADE HELD UP.
Liverpool business men at a meeting of the Liverpool Organ- isation in mail week passed a re. solution urging t British Gov. ernment to take teps to bring about an immediate reduction of Suez Canal dues.
.
The resolution drew attention to the vital importance to the Port of Liverpool of the markets of the East and to the heavy burden put upon this trade by the high rate of Suez Canal dues, which in 1929 yielded a surplus of £5,987,000, after generous provision for the service and îm- provement of the canal. It was submitted "that the maintenance of so onérous a levy at a time when the trade of the world is flagging and fraught with every kind of difficulty exhibits a com plete disregard for present econo

shipping and trading-communi ties in their efforts to meet the competition of the growing indus- tries of the East.
"The organisation accordingly urgen His Majesty's Government to bring about an immediate re- duction of the dues on loaded ships to five francs gold, with a proportional reduction in respect | of ships in ballast in accordance with the provisions of the Lon- don agreement of 1888 and to pro- mote negotiations for a fresh agreement with the Canal Com- pany that will prevent the re- currence of the present abuses and give to all concerned lasting. confidence in the efficient and im- partial administration of the canal,"
Survey of Areas.
Mr. F. J. Marquis, who pre- sided, in moving the resolution, said the President of the Board of Trade had announced his in- tention to have some survey made of certain areas in Britain that were suffering in the most acute manner from unemploy ment, and Lancashire was one of those areas.
"We in this organisation (he continued) have been considering the problem in many aspects for some time, and we should be glad to co-operate with Mr. Graham in making out his survey. A good deal of the unemployment in Lancashire is caused by a failure to maintain trade in the East. This decline in our Em- pire trade is undoubtedly in part due to political causes, and in part due to a drop in the price of silver, but it is quite consider ably due to the fact that the Asiatic people are producing goods themselves, and that they have become severe competitors to Lancashire trade supplying Far Eastern markets.
"There are nine hundred thou sand tons of British shipping lying idle. Freight rates to the East are above pre-War rates. Shipowners are compelled to re- duce wages in order to prevent further growth of unemploy ment. Lancashire as the centre of production of so many of the things that are required in the East is being cut out of the mar 9th July ket.

267 Per Cent. Dividend. "Meanwhile the Suez Canal pays in the year 1929 a dividend at the rate of 267 per cent. We cannot sit back quietly and watch the trade of our own people falling while a monopoly com- pany, in which the British Gov- ernment is the principal share holder, makes profits that justify La distribution of a dividend of 267:
per cent.
"The time has come when wo ought to urge the British Gov- ernment to assert its rights and to recognise its obligations and to secure that representations should be sent to Paris to make. It clear that the rates at present charged constituto a serious ex- ploitation of a monopoly it once had for trade and repellent to the social conscience,
