He said that he and the Foreign Secretary, Mr. A. Henderson, had mude great efforts to get the ad- hesion to Part III. of the Nava! Treaty by France and Italy. They came back from Parle understand- ing that the agreement was 'com. plete and that there was no ques- tion about it. It was not wise, perhaps, for anyone who had to take part in international negotia- tiens at this stage to apportion the blame.

Mr. Alexander continued: "We made the greatest possible conces- sions we could, and we came away from Paris on March 1 with an Agreement which I afterward sub- mitted to the House of Commons on March 12 in which there is to me no ambiguity. In France to- day questions have been raised at a somewhat late date. I want to say that there will be no efforts lacking on our part to promote that spirit of goodwill essential to secure progress in this direc-} tion. But I also want to say that there is going to be no guarantee of success in the progress toward disarmament merely by one coun- uy always giving way. If you jare going to get a disarmament which is going to be a real aid to | peace, it must be the disarmament of all and not of one, and, all nations. concerned must make equal contributions to the effort.
