At one time there were 39 junks hovering round, and it was enly the timely arrival of the des troyer that permitted the work of. salvage to go on.

A VARIED CAREER.

OLD P.S.N. SHIP IN RUSSIAN ADVENTURES.

It is not often that a liner ordered for a company like the Pacific Steam Navigation Com- pany has many interesting adven- tures in her life, but the Potosi, which was launched in 1900 by the firm that was then Wigham Richardson and Company, was an exception. As a matter of fact, she never flew the P.S.N. flag at sea, with the result that mention of her is frequently confused, with the newer ship of the same name, but her sister, the Galicia, is well known. While the Potosi was fitting out she attracted the attention of the Russian Volun- teer Fleet officials, who bought her in September, 1900, and re- named her Kazan. Her P.S.N. fittings were ripped out, and she was given accommodation for 20 officers and 2,000 men, her real; purpose being shown by the fact that as soon as she was delivered she was put under the command of the Russian Admiral of the Far East. She was one of the ships shut up in Port Arthur when the Japanese encircled the place, and fell into their hands

GUARDIANS OF THE THAMES.

Conservancy Changes Since 1857,

One more chapter in the his- tory of the administration of the River Thames was

closed on March 81.

On that date the Thames Con- servancy Board which, since 1857, has, in one shape or an- other, constantly preserved the amenities and maintained the uses of River, underwent its fifth In some mea- metamorphosis. sure it assumed added import ance to replace that of which it was deprived 21 years ago when the Port of London Authority was constituted.

The original Thames Conser- vancy Board, of which the pre- sent is the great-grandchild, was formed in 1867, and had charge: of the whole of the River. It ful- filled duties which had apper- tained to the Lord Mayors of London since 1487.

The Board was reconstituted by Acts of Parliament in 1864, 1866, and 1894 and in 1910, when the Port of London Authority took over its duties below Ted- dington,

Since 1910 the Board has pur- course under the sued an even guidance of Lord Desborough,

The Local Drainage Act, under which the new Board is formed, provides for the increase of the membership from 28 to 84, but representation of London County Council and of City Corporation is to be reduced, in the first case] from three to one, and in the second from two to one.
