-both-shipping-and-shipbuilding_in their long history have shown the characteristic of rapidity of revival more prominently than almost any other industry. It is apt to be for- gotten, in the depth of depression. that the genius of the shipowner lies more in anticipating a revival months hence than in coping with the demand it causes once it exists, and in this he differs from those responsible for the control of other industries. It has been proved again and again that the most sue- cessful shipowner is the man with the vision of coming events and the

courage to place ordere in a period [ of depression.

If we analyse the 60,000,000 tons of cargo and passenger shipping we find that vessels representing 17 000,000 tons are over 20 years old and are due for renewal, while the tonnage of ships over 25 years old le more than 10,000,000 tons or about twice as much as the tonnage now laid up.

To talk about surplus tonnago, therefore, Is to ignore obsolete ton. When it is considered how 3rd Apr. rapid has been the improvement of the efficiency of ships, both steam and motor, during the past 10 years it is surely an anomaly that 16 per i cent. of the vessels afloat have pass- ed their normal apan of life and more than 25 per cent, are over 20 years old.
