The problem of providing a sufficient number of adot telv trained men to man the rew ton- nage which will be added to the United States Merchant Marine, consequent upon the flip given to its upbuilding by the Merchant Marino Act of 1928, is an acute one This question is discussel by the American Bureau of Shipping in the current issue of its Bulletin.
