SMUGGLERS.

Calcutta As Centre of Their Activities.

Calcutta Dec. 18. The increasing ingenuity dis played by opium and cocnine smugglers is commented upon by the Collector of Customs in This report on the administration

of the Excise Department Bengal.

It is stated that these smug-

glers belong to powerful gangs composed mainly of up-country Mohammedans and Chinese with headquarters at Calentta, Delhi, Amristar, Peshawar, Rampur in the United Provinces.

Rajputana, Almere and Rewn in

a few other States in north-west India andi in Rajputana, as well as at Rangoon, Hong Kong and a few other Chinese cities in the East. As the railways are being at- tentively watched, amugglers have begun to use motor-cars as a means of transportation.

Stricter Penalties Needed.

It is stated that the inadequaer | of existing legal provisions for) punishing transgressors of the opium and excise laws, and the inadequney of

punishments awarded by magistrates, pecially where major offences are concerned, prevent officers of the department from achieving the deterrent effect on illicit traffic that might be expected.

Affected by the slump in the price of scrap iron, the breaking up of old ships is no longer pro- fitable, says

the Japan Chronicle. The total number of ships import- ed

this year was ten, of 85,000 gross tonnage, or 125,000 tons weight. This Is a decrease of twelve in the number, and an in- crease of 20,000 tons in weight tonnage. It is noteworthy that of the purchases last year seven ships only one out of the were placed in service.

This year employed. The ship in question is ten is to be the Beltana, which has now been re- modelled as a whaling vessel.
