LEGISLATION.

There is reason to believe that the movement in the United States for securing legislation on bills of lading has lately made much pro- greas and that the objecta in view are now nearer of attainment than they have ever bees, states The Times. The movement started many years ago. It dates back at least to the ugreement at The Hague, as a result of which the Carriage of Goods by Sea Act, 1924, Was adopted in England. A general conference W38 'held in Washington recently under the auspices of the United States Chamber of Commerce for the pur- pose of securing the organised sup- port of all the commercial Interests of the country.. At this meeting | there were represented the National Industrial Traffic League (one of the largest organisations of ship- pers from all parts of the country, together with bankers and cargo underwriters. Neither American nor other shipowners were present, so that the action clearly reflected a movement of cargo interests.
