Plan to Stop Unfair Freight Competition.

The President of the Board of Trade has appoluted a Committee to consider a scheme for the pur chase and scrapping of redundant merchant vessels, which are over 20 years old, to prevent them fall- ing into the hands of foreign shipowners, who are thereby en- abled to compete unfairly, with British shipowners in the freight market.

The scheme is that shipownera should form a pool, and with Gov- ernment assistance, buy each year a quantity of old tonnage for scrapping. This would also stimu- late employment, aniong ship- builders and shipbreakers.

The sale of old ships abroad has for some time been engaging the close attention of British shipping circles.

It is contended in many quarters that when the Greeks, for instance, buy up old British tramp steamers

Moreover, load line" regulations in the countries of many of the pur- chasers have been less rigorous than those enforced by Great Britain, so that a still further ad- vantage has been gained over British owners. The International Load Line Convention signed in July will undoubtedly minimise this particular difficulty, but the opportunities of favourable com- petition against Britain still re- main.

Intense Competition.

It is true that no larger per centage of old tonnage is being sold abroad than before the war, but on the other hand, there is a larger surplus of world tonnage for the available demand, and competition is considerably more intenso than before the war.

At the same time it must be re- membered that the sale of an old as a. sea-going concern ship brings in a considerably larger return than its sale for scrapping, a factor which undoubtedly en- to aellabroad courages owners even at the risk of enhanced com- petition.

Moreover, it is contended at any rate In shipbuilding circles, that Buch great improvements have been made in modern technical economies construction that the afforded by a new ship more than counter-balance any advantage which the foreigner might gain by the cheap purchase of an old ship. The tide-table given below has been obtained by aid of the Tide-predict- ing Machine, which includes 10 com- ponents for the better prediction of tiden, from the result of the analysis of the tidal observations, taken at the Kowloon tial observatory under the direction of Dr. Dobesek during the years 1887, 1888 and 1899.

The times and heights are given

for Kowloon; but they may be used Aberdeen, the differences being very for the Victoria Naval Yard and small.

The timos of high and low-water must not be considered to coincide with the times of slack-water and change of current, the two phenomena being quite distinct
