These figures speak for themselves and no further comments needed; it will, therefore, be clearly seen that it is impossible for Chinese ship owners to compete with the others, espec ially in view of the enormous run- ning expenses In the upkeep and repairs of steamers which leave them no profit whatsoever.

I may here say I have heard on many occasions that the owners of these ships are discontented and are inclined to put the blame of their non-profitable -business on the shoulders of the Hong Kong Govern ment Marine Surveyors. They are surely wrong, especially in their general opinion that the Harbour Master and the Government Marine Suveyor are over strict in their regulations. As we all know these authorities only put out in force here such laws and regulations that have had most careful and matured consideration and approval of their Home Government in co-operation ' with other great shipping nations, and the only aim of these laws and regulations is to save life and valu- able properties and the result is obvious in the great diminution in the cases of marine acetdents. WILD WOMEN.

Paris, Aug. 2. There are two million wild women under the French flag who are giving M. Tardieu many

worries,

- These wild women are really wild, uncivilised, who have a real hankering for human potroasts, smoke pipes and run around. in such state of undress that they would be nabbed by the police, even in a Paris music hall.

Most of them are in the tribes in the back countries of French Indo-China, not affiliated to the Cambodian, Laotian or Annamite populations, Others are scattered over the African sands from the Niger to the Congo,

as inferior beings: They get all the hard work, while the men go hunting and fishing, play games with seashells or distill their rice. alcohol and get drunk.

The French Government cannot hope to educate its male black colonials to work, as long as the women are willing to do it. There is no chance to instil western civilisation into the colonies unless the men to work, and that is the problem which M. Tardieu faces.
