The Russian Sailors' Association immediately submitted a petition to the Ministry of Foreign Affairs through the local office requesting that such drastic action be not taken. They pointed out that all Russians employed on vessels in Chinese waters were "White" and were just as much the enemies of Soviet Russia as the Chinese them-
selves.
The Ministry of Foreign Affairs has since been considering the mat-
ter and bas decided not to accede to the wishes of the Chinese pilots. The Ministry announces | that Russians will be permitted to remain in China providing they do not engage in propagating com- munism and are not suspected of being communists.
