NAVAL PARITY
Speaking in the House of Lords yesterday, on the Singapore
Naval Base, Lord Stanhope asserted that much work had been car- ried out in recent years at the naval bases of Japan and in the Hawaiian Islands. Therefore, it was incomprehensible that the Government would expect Japan and the United States to remark upon what Great Britain was doing at Singapore.
Lord Thomson declared that the Government did not intend to use the Singapore scheme us a bargaining, counter at the Naval Conference. They were entering the conference with clean hands, and if they achieved the hope for success they would be able to apply 'some of the results to the Singapore scheme. Any proposal affect- ing the scherne as a whole or the date of its completion would be made subject to full consultation with the Governments of the Dominions, Malaya and Hong Kong.

Lord Beatty declared that Britain was approaching the conference with figures representing a danger- ous minimum. The extremely low limit of cruiser tonnage caused ap- prehension to those who had given consideration to that vital question.
