PROBLEMS OF SHIPPING IN CHINA
EXTRALITY RIGHTS
THE
CHINA MAIL,
One of the most important of the foreign interests that would be ad- versely affected by the premature abolition of extraterritoriality is ship ping.
Of the 116,210,000 tons which enter ed and cleared Chinese porte in 1927. only some 20 per cent. was under the Chinese flag.
In addition to cenn-going shipping. foreign companies engage extensively in the coast and Inland trade, of which some 67 per cent. is carried under foreign flags.
They do so under definite Treaty rights, though the places at which Emited by Treaties and special re they may land and ship cargo are
quintions. It is to foreign enter- prise that China owen the opening
up of the Yangtze and West rivers to steum navigation.
And there have frequently been occasions during the turmoil of the past few years when none but foreign shipping, under adequate naval pro tection, could engage in the truns. portation of passengers and cargo on important inland routes. Chinese thipping companies have suffered enormous losses from the irrespon rible commandeering of their vessels by rival militarists, and Government authorities.
A recent statement វាំង the Chinese Press estimated the losses of
