Nanking. Saturday. Marshal Chiang Kai-shek has issued a manifesta to the army urging it to rise against "Red Imperialism" and to uphold the sovereign' rights of China

Manchuli's Position
The north of Manchuria abuts into Siberia. To obviate a circuit- ous route, the trans-Siberian traine go through Manchuria to Vladivos- tock, on the east coast of Siberia. At the western extremity of that part of the railway in Chinese ter ritory is Manchuli, near a point on the Chinese frontier converging on both on Siberia and Mongolia. It would naturally be the first point of attack if Russian troops struck from the west. Harbin and Taltsihar are towns in the middle of the rail- way zone in Chinese territory and therefore nearer the railway run- ning southwards away from the pos- sible danger zone.
Along the Frontier
Tokyo, Saturday.
A despatch from Manchuli late yesterday afternoon indicates that its reported occupation by Russians; is false. The despatch says that panic prevails in the city, that Rus- sians and Chinese are withdrawing. but that Japanese are remaining. The Harbin correspondent of the "Asahi," who previously reported
