As regards the external trade of the country, this likewise cannot be regarded from a national standpoint to have been entirely satisfactory for Finland. Partly owing to the failure of the harvest, and perhaps
to greater more pronounced degree
of the activities in the expansion home industries during 1928, the im- ports have been especially large, while the exports have declined. In view of these circumstances when the year closed Finland was faced with an adverse trade balance unequalled during the last decade.

British reached between Irish Steampacket Co. and the Dun- dalk Harbour Board relative to the dues to be charged on the company's steamers in service at the port for the sailings with Liverpool.
Mr. Barry, the general manager, at "Dublin," in a letter stated he was agreeable to accept the solution pro- posed in the law agent's letter, which was that the Dundalk Board should modify the dues as chargeable in future; and without,
retrospective effect. This condition, was detailed in Mr. Barry's letter on behalf of the Steampacket Co., as follows: "The Dublin rate of 1d per ton to be and all charged as from July 1, next, and arrears of dues hitherto accrued dur- ing the period which the payments have been outstanding owing to the unsettlement, to be now paid up on the, understanding arrived at."
The manager at Dundalk was ac- cordingly given instruction on behalf of the company to pay the arrears referred to.
Mr. Barry expressed satisfaction at the satisfactory termination of the dispute, and he acknowledged the patience with which the Harbour
