A report recently issued by the Select Committee on Estimates urges fur ther reductions of the staff at the Since 1927 the numbers Admiralty. of the staff have been reduced from 3,011 to 2,873, and an annual saving of £36.837 effected, but the committee re- commend that further changes should be unde.
1927 the Select Committee on Eatisates made certain recommenda- tions, but reserved any generai recom- mendations in view of the fact that a Committee of the Board of Admiralty had just been appointed to review the whole question. Sir Oswyn Murray, Permanent Secretary to the Admiralty. had informed the Committee that the Board Committee had not yet completed their investigation. They had dealt with the naval staff and the technical departments, and were engaged on the examination of the supply departments, "So far," states the report, “a re- duction in numbers from 3,011 in 1927 to 2873 in 1929 has been effected, with an annual saving to Vote 12 of £36,387. As might be expected from the fact that the average savings per post is only £263 per annum, they lie very largely in the subordinate grades.
Their net distribution is as follows: Captains, R.N., 4; commanders and other navel ranks, 7; civilian technical officers. 8: directing and higher cleri- cal officers, 0; clerks, 51; drawing offler staff, 41; typist, 4; messengers and cleaners. 14-138.. Of the 127 civilian poets reduced on balance only eight carry scales rising to £500 par ann honus."
Most Important Changes The most important changes were in August.the naval stef. As recommended by the Committee, the Trade Division had bera absorbed in the Plans Division. and there were now eix divisions as compared with seven divisions and twe sections formerly. The staff was re- duced by aix officers and nine civilians, while three employed retired officers had been added. In addition, the com- mittee were informed that the Assist ant Chief of Naval Staff would longer be a member of the Board of Admiralty, though his post and that of is Paymaster Secretary were retained in the Naval Staff under the First Ses Lord.
