FLAG HOISTING

SEQUEL TO ANTARCTIC DISCOVERIES

ARBITRATION?

Washington, Yesterday. The opinion is expressed that Byrd's Antarctic discoveries may eventually lead to the creation of an International, Arbitration Com- mission to settle the question as to how far national ownership is en- tablished by the hoisting the flag over uninhabited territory.-Reu- ter's American Service.

IRISH LOYALISTS

GOVERNMENT CLIMES DOWN REGARDING AWARDS RAYMENT IN FULL

London, Yesterday. At question time in the House of Commons, Mr. Baldwin said that the Government had reviewed the question of payment to Irish loyal- ista. He repudiated the suggestion that the Government had thought to compound a debt of honour, but recognised, however that many Government supporters took a dif-

ferent view.

He did not wish to use party machinery to override the sincere conviction of these supporters and, in view of the feeling expressed in the recent debate, the Government meet the was prepared fully to awards for Irish loyalists made by the Wood-Renton advisory com mittee, and would from time time propose an additional estimate to the House. (Conservative cheers.)

to

Comi-

The debate, it will be remember- ed, was on the question of pensating Irish loyalists who suffer. ed loss during the troubles in south Ireland, and back bench Conserva tives openly revolted when Mr. Amery introduced an estimate attempting to justify the Govern ment's decision not fully to pay claims above $1,000-Reuter.

CABINET DEFEATED ON TECHNICALITY'

PREMIER CENSURED

Tokyo, Yesterday. The Cabinet received a damaging but not necessarily a mortal defeat when the Peers adopted by 172 votes to 149 a resolution "express- ing regret" at Baren Tanaka's "indiscretion and carelessness" in connection with the resignation of the Education Minleter, Rentaro Mizuno, on May 25 last year.

The question is highly technical, involving the Emperor's unique

Baron Tanaka's critics allege that in favour of the Nationalist garristatus in the Japanese Constitution. he attempted to overcome a purely political crisis by invoking Imperial intervention.

son under General Liu Chien-nien, who has 7,000 troops against the 26,000 on the other side (ex-North- erners, rebels and bandits).

At daylight on Feb. 21, the Na- tionalist garrison and the brigands under Huang Fang-chi clashed at Kaotungchi, which is west of Fushan city. This engagement re- sulted in the rout of the bandits and rebels, who left 200 killed and 300 prisoners, They also lost 1,000 rifles and 16 machine-guns. Strategic Base General Liu Chen-nien personal- His ly directed his operations. casualties were under 100.

New York, Yesterday. Twelve lives are known to have been lost in a blizzard yesterday, and many small craft are still over- to-day from Kangyu, 20 miles to due.

It is stated that the defeat is merely a warning and does not compel the Ministry's resignation, but it will weaken its position in the Upper House and will increase the difficulty of the passage of the | Cabinet's most important measures.
