London, Yesterday. At question time in the House of Commons, Mr. Baldwin said that the Government had reviewed the question of payment to Irish loyal- ista. He repudiated the suggestion that the Government had thought to compound a debt of honour, but recognised, however that many Government supporters took a dif-
