An answer to the critics
who
charge the Bishops with disregard of the law, and assert that their newly-framed polley is a defiance of Parliament, is made by the Bishop of Hereford, Dr. Linton Smith, in the "Hereford Diocesan Messenger." The article is the text of an address delivered by the Bishop to the re cent Diocesan Conference. It is designed to show that the Bishops have a dual allegiance to Church and State, and that their new policy is legitimate exercise of the authori- ty vested in them by the former. It is of greator interest since it con- tests many of the points urged by the Home Secretary.

"I cannot interpret this as mean. ing anything else than that the Bishop qua Bishop receives his au- thority from the Church," he com- ments, "but that in so far as the Church has entered into relationship with the Staté certain statutory au thority is conferred upon him by the State.·
"Now it is quite clear that in the proposals which the Bishops are 'put. ting forward they are acting simply as ministers charged with govern- ment in the Church of Christ." They are acting only by such authority as ls theirs through their consecration to their office.
"It is from this position that they make an appeal for loyalty, not to themselves, as they have been mis- represented as doing, but to the ex- press views of the Church given through her representative institu- tions.
"The proposals impose nothing beyond his statutory responsibilities on any Minister; they ask that no man in the exercise of his minister- fal functions should go beyond the expressed voice of the Church. Such government as they imply implies government not, by statute but by:
consent."
