O has been re-organised in a manner Iong advocated by the Chaplain but', though notices frequently appear In the local Press of this very naces- sary Organisation, its existence is as frequently overlooked. Persons soliciting, assistance get round the offices with a plausible and appar ently quite genuine story, but the point lies not so much in what they say as in what they do not 'any. No one likes to turn down a call for help, and there are unfortunately people who know this and trade on It. The G. C. O. keeps in touch with the various organisations in the Colony which give relief and very often men begging round the offices only do that because they realise that the various relieving authorities already know too much about them. Such folk should be given a chit to Captala Baylis The chances are that the chit will never be delivered. A few years ago a man was given five chits in one morning for the Chaplain when he was Secretary of the G. C. O. Only one reached its destination, and that had been handed on by the original beggar to another "destitute" "working" on the same linca.
