The House of Representatives heard from Ruperto Kapunan, member from Leyte, a frank dis- course on the real situation of the inter-island shipping industry of the Philippines, in which the speakor pointed out its deficiencies: 110 uncertain terms. Mr. Kapunan spoke, for nearly an hour. The speech preceded a plea from Mr. Kapunan for an urgent legis- lation, which would enable foreign capital to engage in insular ship- ping business and which would also permit organized shipping in- terests to cause improvements in their servico. The plea for the re- formation of the existing shipping| law. was strong.
Mr. Kapunan opened his speech with a brief history of marine ac- cidents in the Philippines and in the course of his talk, characteriz ed the islands' shipping service as horrible.
"For the deficiencies in the ship- ping service of the Philippines, the bureau of customs and the public service commission should be great- ly blamed. The boata engaged in Insular lines are old ships. The fasuance of licences to auch vessels În Incxcusable."
