Although His Excellency the Governor, Sir Edward Stubbs, K.C.M.G., thinks it is not being over sanguine to hope for the establishment of good order by the end of this year or early in the next, his farewell Budget introduced into the Legislative Council this afternoon provides many drastic economics in consequence of the strike, because the Government feels that if should refrain from committing itself to costly projects until it is sure of its ground.
