GOVERNMENT'S FIRM ATTITUDE ENDORSED.
EDUCATION BOARD MEETING.
The decision of the Governor- In-Council regarding treatment of striking students was announced at yesterday's meeting. of the Board of Education. It was to the following effect: All boya. over the age of 16 years who left any Government School without the permission of the school authorities before the school clos- ed shall be refused re-admission to that school or admission to any other Government or Government aided school in the Colony. Each new pupil admitted to a Govern- ment English School (Boys') shall on admission pay Aл entrance fee of $30 to be refund- ed when the pupil leaves if his conduct has been uniformly good.
As regards these emphatic in- structions which members of the Board considered left no option to [~;• Heads of Schools, the acting Chairman of the Board (Mr. E. Ralphs), said that it was to be left to the discretion of the Head- masters which boya should be selected for exclusion, that it is to say who were actually concerned in the strike and who were not. Their names would then be sent to the Board of Education and the University and all Heads "of Schools had agreed to co-operate in exercising special scrutiny- in the case of applications for admis- sion during the current school year, admitting new pupils over the age of 16 only after careful enquiry,

The number of students affect- ed by the decision, the Chairman said, it would be impossible to estimate, but Mr. L. Förster, who spoke in the course of the meet- ing, estimated the number, if it was fully enforced, at something like 600 or 700..
Nearly all of the members of the Board who spoke were in accord with the attitude taken up by the Government, but a few thought it was too severe.. Father Valtorta thought temporary su

Dr. Wan thought that the real strikers would not return to Hongkong in any event. He termed as significant the report that they had formed a union among themselves in Canton, and being admitted to the University there without examin- ation. As regarded the students generally, he thought that nearly all those who stopped away had done so because they had been driven away and not because they wanted to go. The schoolboys of Hongkong, were of the best type, very quiet and very sensible, and if the doors were closed against them in Hongkong other schools would receive them with open arms and bere they would be taught class war and no good as regards relationships between countries or races,
Dr. Pearce thought the balance had been struck between Justice
