LONDON, November 4 Mr. Stanley Balwin was received by His Majesty this evening, and accepted the task of forming & Goven- ment.

Mr. Ramsay Mac- Donald tendered bis resignation to the King earlier in the evening. LAST LABOUR

CABINET,

A crowd, apperently consisting largely of Labour sympathisers, cheered the Ministers as they arrived to attend the last Labour Cabinet. The meeting lasted an hour and three- quarters.

Mr. Ramsay Mac- Donald was the last to leave. He stood bare headed, posing for his photograph as he smoked a cigarette.

He motored to Buckingham Palace at 5.30 p.ra.. and tendered his resignation.

Mr. Stanley Baldwin returned to Town in the afternoon and was afterwards summoned by the King.

ALFRED SZE'S OBJECTIONS.

GENEVA, November 4 There was a rather lively debate at the Ophim Conference to-day,

Discussing the rules and procedure on the agenda, Dr. Alfred Sze, China's representative, said he wanted to know what theasures other States intended to adopt before he would be able to suggest measures for his Government. He strong. ly objected to any interference in the internal affairs of China.

Dr. Van Wettum, who presided, Interposed that there was no intention to interfere with China's sovereignty.

Dr. Sze further objected to being admitted to the committees in ap advisory capacity only. He regretted he was unable to give a blank cheque to the other Powers to decide what measures should be applied to China:

CHINA'S THE RESPONSIBILITY.

Dr. C. S. Campbell (India) said that if the present conference was delayed by the procedure suggested by the Chinese, the latter would have to assume the responsibility.

Dr. Sze afterwards emphasized that, China would readily co-operate in measures for the sup- pression of opium smoking. He hoped other States would act in a similar manner.

Mr. Sagataro Kaku, Civil Administrator of Formosa, made a statement in Japanese, showing the progress made in the suppression of opiam, in Formosa.

A statement was read by the principal Japanese delegate (Mr. S. Kaku,) in which it was proposed that strict regulations should be enforced as to the sale of opium sales only to be made to licensed addicts.

Educative steps whereby the danger of, opium" should be given publicity in the press, was also suggested,

WASHINGTON, November 4 ''It is stated at the White House that President Calvin Coolidge expects the votes to the Electoral College to total at least 350. He anticipates a Republican working majority of 20 or more in the House of Representatives at next session.

The "Morning Post" New York correspondent says the adds are favouring Coolidge by 10 to 1, but the stock market and business continue to mark time... ATimes" message from New York says a landslide for Coolidge is generally expected. Wall Street betting is 12 to 1-os Coolidge. Thirty to one against. La Follette has been offered, but not taken.

CANDIDATES' FINAL APPEALS (Reuter's American Service.) ·

NEW YORK, November 4. Nationwide balloting for President, Vice- President and members of Congress and State governors began early this morning with the weather doing its best to contribute to the fulfilment of forecasts of a heavy poll. Last night the rival candidates finally appealed to the electorate, Mr Coolidge and Mr. Davis by wireless and Mr. La Follette contenting himself with a manifesto urging the progressives to." give the lie to the assumption that this country no longer boasts of an incorruptible and courageous citizenry."

CONTESTS FOR. GOVERNORSHIPS.

Apart from the Presidential race, two governor- ship contests are attracting wide attention, namely New York where Governor Smith and Mr. Theodore Roosevelt have been waging a hot and acrimonious contest, and Texas where Ma" Ferguson, is the Demoratic candidate for the governorship from which her husband was ousted last year under im- beachment for alleged misuse of State funds;

COOLIDGE STILL LEADING,

Six hundred of the election districts in New York State, outside New York City,show President Coolidge leading, with Mr. Davis second and Senator La Follette a poor third, but returns from. a hundred districts in New York City give Mr. Davis 20,542 votes; Mr. Coolidge 19,088 and Mr. La Folette 7,719.

While the South also is mainly for Mr. Davis, returns from many points in the Eastern States, except the South, show Mr. Coolidge is maintain- ing a consistent lead and there are indications of a Coolidge landslide multipying, even so far. West as Dakota.

LATER.

President Coolidge in West Virginia is leading Mr. Davis. In Wisconsin, he is slightly ahead of Senator La Follette. In Massachusetts, he is lead- ing Mr. Davis by 7 to 1.

Mr. Theodore Roosevelt jr. is running well ahead of Mr. Smith for the governorship of New York.

The returns of the nation-wide balloting for President, Vice-President and members of Con- gress and State Governors hitherto indicate that President Coolidge will have a landslide. But the South is solidly in favour of Mr. Davis, who is leading also in New York City.
