GENEVA, September 23. Before the first committee, discussing the Protocol, Mr. Mine-ichiro Adachi (Japanese Ambassador to Belgium), explained that he was obliged to reserve his attitude, owing to having received no definite instructions from Tokyo.
It is freely stated in League circles that Japan generally does not favour the Protocol, especially. the clauses dealing with arbitration and sanctions.

The Assembly unanimously adopted the committee's resolution in favour of basing the pro posed Institute of Intellectual Co-operation at Paris, despite the opposition of the Australian Labour Leader, Mr. Chariton. BERLIN, September 23, Speaking at a reception to representatives of" German Chambers of Commerce abroad, President Ebert emphasised that every German abroad was under an obligation to show by his conduct that Germany to-day was justfßed in claiming the confidence which was necessary to alleviate the heavy task involved by the execution of the Lon don Agreement. The fulfilment of obligations necessitated Germany's re-participation in the world's trade.
Herr Stresemann said Germany had accepted the London Agreement in order to provide a sound basis for economic lis. Esta of Germans abroad was necesssary to enable Germany to shoulder her burdena.
