As regards the question of security, the former Premier said if France had the Spithead Fleet in the Ruhr, she would be much easier in mind. When M. Herriot rose to reply to M. Poincaré, the latter constantly interrupted. The proceedings developed into a keen, contentious verbal duel between the protagonists of two policies. The Premier concluded that grave problems remained to be settled. He did not make any rash promises. He asked the House to choose between isolated setion and inter-allied co-operation, a motion which was carried. He expressed confidence that Gov. ernment would pursue the execution of the Loudon Agreement and obtain a necessary guarantee of security and satisfactory settlement of inter- allied debts.

CALCUTTA, August 26. The Bengal Legislative Council again rejected the Bills for the Ministers salaries. The voting was. 68 to 66 against.

The Swarajists in the Council rejected Minis ters' salaries on March 24 and the Governor, Lord Lyttone proposed, to re-submit the votes to Counch in July, but the Swardlists obtained a High Court injunctions/ordering the President of the Council to disallow the motion.

After this, the Secretary of State for India," Lord Olivier, sanctioned an amendment to the rules governing the procedure of the Legislative Assembly and Provincial Legislatures, whereby estimates could be re-submitted to the Legislatures. Recently it was intimated officially that in the event of rejection of the Ministers' salaries, administra- tion would be carried on without Ministers.
