M. Poincaré, in a speech to-day, insisted that Germany's word cannot be trusted. France, he said, must remain on her guard.
SLIGHT HITCHES" ARISE.
LONDON, August 9.
It is evident that hitches and disagreements have arisen in the International Conference. The principal one concerns the date of evacuation of the Ruhr, and a great deal of importance is attached to M. Herriot's brief visit to Paris-to- consult with the Cabinet, whose decisions are likely to spell the success. or failure of the Conference.
Differences which are not yielding to easy solution also occurred in other directions at the Conference. The Germans yesterday obtained a certain number of material concessions, and in discussing the Allies' reports took up an unbending line of opposition to sume other proposals.
M. Renaldy, the Commercial Minister, interviewed by the "Matin" said the 800 millions loan will allow the Germans to purchase raw materials to an increasing value, permitting them to flood the markets with products at prices defying competition. The French Government would, in opposition, speedily put up Customs tariffs; mein- while there would be commercial agreements and finally a commercial treaty between France and Germany.
M. HERRIOT SURPRISED.
PARIS, August 9.
That hitches have arisen at the London Conference in connection with the date of evacua tion of the Ruhr is asserted by French correspon dents in London.
"Erc Nouvelle" says that General Nollet's plan of evacuation has created such a stir that M. Herriot has returned to Paris to consult the Cabiner with a view to securing a precise definition of the French Government's viewpoint
"Pertinax" describes M. Henlot as being astonished at the attitude of certain negotiations who consider Frence's decision to abandon the right bank of the Rhine as definite but refuse to com- pensate France in the slightest therefor.

MOSCOW, August 10. Announcing the signature of the Anglo-Soviet Treaty, which it describes "as one of the principal events of the foreign policy of the Soviets," a Foreign Commissariat communiqué says the treaty brings nearer the realisation of an agreement,. recognising the Soviets as a new form of political, social, and economic régime.
"The Soviets, while insisting on the main- tenance of decrees nationalising big industry and | cancelling 'debts, consent, as quite an exceptional matter, to give partial satisfaction to British subjects condition the British Government grants a loan. the English claims being covered by the amount of the loan; the balance of which will be devoted to granted to former holders of nationalised property... will be based on strict business calculation and not handed over unless really advantageous to the Sovjet Republic."
The Press is gratified at the signature; if sces therein the influence of the English working-class and anticipates the treaty will result in the re-. growth of economic relations with Britain and, through Britain's intermediary, with the rest of the world.
