The English people are not militarily minded, though as the Late war showed they are ready enough to spring to arms if the country or the Empire is in danger. Partly as a result of the reaction y of the war, and partly because the young men of the natin do not like playing at soldiers, the London Territorial Force strength is some 35,000 below the peace establishment of the force. The actual figures show a shortage of 1,793 officers and 34,000 men.
