All the Allied, Governments boped the effect of the agreement would be to create a new spirit of co-operation on both sides, so that some points, that might have still been left open owing to the impossibility of settling them in the present. state of the public mind, might become negotiable by a change of that mind.
PRESENT PROPOSALS,

They hoped to confer with the German Representatives to-morrow. At present, it was proposed to execute, three agreeinept-firstly be tween Germany and the Reparations Commission in regard to matters within the latter's competence; secondly between the Allies and Germany regard ing matters requiring direct agreement; thirdly between the Allies, regulating matters of inter-allied
concern.
Mr. MacDonald concluded by paying tribute to the spirit of loyal accommodation shown by the Allied Premiers and other delegates and experts. -
FISCAL ECONOMIC UNITY.
Mr. MacDonald stated that the Conference had agreed to an elaborate series of stipulations with a view to restoring the fiscal economic unity of] Germany, Including the restoration of full powers of German administration regarding the customs, commerce, and railways to come inis full operation not later than October 15.
An agreement had also been reached regarding a reciprocal amnesty for acts done by individuals in consequence of events since January 11, 1923.
The disputed interpretations of the Experts' Report-and-the Conference Agreement-would-be- referred to a committee of Jurists.
The Governments had agreed that, in the levent of taking sanctions, they must act as trustees for all interests created by the Experts' Report and especially take steps to prevent any damage being done to the security of the loan.

ACCOUNT OF ATROCITY.
EARLIER.
Mrs. Evans, whose name was mentioned in the dispute between the British and Mexican Govern ments over. Mr. Cummins, has been shot dead, st Texmelucan Puebla, on the road leading to her hacienda.
The murderers. are believed to be Agrarians, spurred on by anti-foreign agitatörs. Questioned regarding the action the GovernMrs. Evanti was shot in the left side and fell ients might take in reference to sanctions in the from the wagon, Her hair caught in the wheela event of a declaration of default, Mr. MacDonald and the body was dragged some distance, the face said that matters remained as left by the Treaty being badly mutilated. of Versailles. Namely, when Governments failed to agree it was possible for Governments to pursue their own policy. This was obviously most unsatis. factory (Opposition cheers), but the whole situation would be eased if they could get the state of un- animity necessary before default was declared.
Members might rest assured that the question, of sanctions was not likely to arise in a hurry. The loan would not be floated under the auspices of Governments or the responsibility of Governments, and bankers must consult the German Representa tives in regard to security before they definitely say whether they will float it.
Replying to Mr. Lloyd George, Mr. MacDonald emphatically adhered to the view of the late Govern- ment, that France's "separate action was not sanc- tioned by the Treaty of Versailles. He declared the Spa Agreement, with reference to, the various Allies' proportion of Reparations deliveries, had not been disturbed.
LONDON PRESS PLEASED.
The concord established at the Allied Con- ference has been greeted with expressions of sober satisfaction by the London Press. It is recognised that there, has been much give and take. Some pro posals are regarded as complicated and sight is. not lost of the fact that there are still great obstacles to be overcome in the discussions with Germany before complete understanding can bej reached.
THE GERMAN DELEGATES.
BERLIN, AUGUST 4. The German delegation left for the London Conference this morning.
Mr. Strauss, German manager of the estate, was seriously injured. The assailants escaped with the pay-roll, two thousand dollars.

Questioned in the House of Commons, as to the possibility of promoting the British Legation in China. to an Embassy as the Soviets had already done and Japan promised to do next year, Mr. MacDonald said he thought it was undesirable to make a change except as a result of agreement between the signatories to the Washington Con- vention. Moreover, he added, any such agreement should be withheld at least until China had taken steps to establish an effective Central Government
