LONDON, July 287: A plenary session of the Conference was held .this afternoon It sat for one and a half hours.

It is understood that it was decided to refer the question of inviting the German representatives to the heads of the five Allied delegations.

There was a certain amount of disagreement over the Report of the First Committee on the question of German defant. It was decided to call a further meeting of the Committee on Wednesday.

INVITATION TO GERMANS. Reuter's Agency learns that the Germans will be invited to the Conference immediately an inter- alfied agreement has been reached." The Repara- tions Commission will be invited to participate in the deliberations in London..

NO MATERIAL CHANGE.

A meeting of the British Empire delegation to the inter-Allled Conference was held following a conference of the heads of the Allied delegations who are preparing for this afternoon's plenary session.. Up to now it is gathered that the position has not materially changed since Friday. There is no official cognisance that any solution to the question of the bankere' security has come within sight, while the position on the question of the rail- ways in the occupied territory remains the same.

FOREIGN POWERS' ACTION.

In the House of Lords to-day, Lord Parmoor (Lord President of the Council) stated that the Representatives in Brazil of Foreign Powers were jointly addressing the President, regarding the care of foreigners leaving Sao Paulo and the responsibility of the Brazilian Government for foreign lives and property. -

Lord Parmoor announced that H. M. S. "Curlew" was proceeding to Sao Paulo from Trinidad.

In the House of Commons, Mr. F. W. Jowett, First Commissioner of Works, replied to Mr. W. Foot Mitchell regarding the renewal of Concession leases in China. He said there was no prospect of Government reversing its decision.

WASHINGTON, July 27. Foreign Office at Toheran, indicates that the Minister Kornfield's Note, to the Persian United States expects Persia to meet the expenses of sending an American warship to bring home the late Mr. Imbrie's body. Persia is also required to furnish military guards at the American Legation so long as necessary.

In the House of Commons, Mr. F. W. Jowett, the First Commissioner of Works, replying to Mr. W. Foot Mitchell, Unionist Member for Saffron Walden, said the scheme for the renewal of sub! leases granted to arms on a 99 years' tenure in the British Concessions in Tientsin, Hankow.Cuinkiang, Canton, Amoy and Kiukiang had been approved by the Government, who were satisfied the terms offer ed were fair and reasonable. The Government, in arriving at the decision, had carefully weighed points such as the competition of foreign firms.
