The annual report of His Majesty's Customs reveal interest- ing facts showing how the habits of the people are constantly. changing. Public Houses have decreased throughout the King dom, but the number of Clubs in England has risen from 8.687 to 11,462. In Scotland there are 59 clubs fewer than ten years ago. Another curious fact is the large increase in the number of mineral water manufacturers,

In four years the number has risen from 4,362 to 7.764. Pawnbrokers have to 4,200. fallen from 5,087 Tobacco manufacturers, were 310 In 1914; to-day they number 302, Retail tobacconists have increased from 362,331 to 413,749 during the past ten years. Mate servants number 160,227 against 248,277 in 1911. Dog licences tutal 2.156,663 as compared with 1,844.565 in 1914. In this great increase Scot- land is responsible for only 2,000. Much of the work of the Customa is preventive. For instance it is Bupposed to exclude the entrance from abroad of obscene literature and pictures; the importation of foreign gold and silver plate which has not been properly assayed the exclusion of fictitious stamps: the restriction of bird plumage imports; the exclusion of pirated British literature under the Copy right Act, and of prepared opium and Japanese shaving brushes. The Customs also administers old age pensions.
