ARBITRATOR'S AWARD EXPLAINED., STATEMENT BY MR. FLETCHER.

QUESTION LENGTHILY: REVIEWED.

In the Legislative Council, yesterday afternoon the Acting Colonial Secretary (Mr. A. G: M. Flenler C.M.G.) made an im- ponant explanatory statement in proposing the acceptance of Sir John Oakley's award in connection with the landing back to the Colony of what are known as the "military lands."

In the absence of His Exceliency the Governor the Council, which otherwise represented a full attendance, was presided over by the Officer Administering the Government (the Hon. Sir Claud Severn K.B.E., C.M.G.).

The Colonial Secretary said
