LONDON, August 22.. The annexe to France's reparation note says, that France never suggested she would abandon the Ruhr immediately resistance ceased and before payment was completed. France refuses to accept the threat of an appeal to the League of Nations.

The British view of inter-Allied debts does not accord with French interests because thereunderthe Allied debtors of Britain would make good what Germany failed to pay of Britain's debt to the United States which France, contends is practically identical with Britain's share of the A and B bonds, If the British Cabinet is unable to accord priority

A general statement says that the legality of the occupation of the Rahris justified by the Treaty, by the Spa Protocol of July 1920, the London Declaration of March 1921 and the ultimatum of the Supreme Council of May 1921. Nevertheless the German Government affects to regard the occupation as an act of hostility organised not pissive but by activé and violent resistance. Therefore the cessation of resistance is a necessary antecedent to further conversation with Germany.

The resistance is not merely contrary to the Treaty but is contrary to the interests of Gerutny, for whom it is growing more costly the free com- pliance with her obligations. The occupation of the Ruhr would be modified when the resistance ceases, but would continue under very different conditions. subject to progressive evacuation proportionately to the payments.

GRAB DENIED.

The statement reiterates that France has no political annexationist aims and does not desire to remain in the Ruhr longer than is necessary. The time when the payment is made depends on Ger- many's own will. The statement instances the rapidity of Austria's recovery when Austria decided to make an effort. To ask Frince to act differently was tantamount in Mr. Lloyd George's words in March 1921 of the vanquished reaping the fruits of victory,

The statement denies French claims are of the nature to crush Germany. France advanced huge sums to Germany's account and cannot suspend the work of reconstruction, nor continue indefinitely at her own expense. France never repudiated her war debts to America, or England. She is herself a creditor of the other Allies to the extent of five or six milliards of gold marks.

REWARDING FRAUD.

The statement insists that the framers of the treaty considered that damages relating to persons and property should be given priority over war debts. To estimate Germany's future capacity to'payi at the very time she has succeeded in momentarily bankrupting herself would be equivalent to reward- ing fraud and enable her to make a fresh start soon' to flaunt her triumphant prosperity in the face of ber needy creditors.

The statement points out that France attd Belgium hold sixty per cent. of the Allies' claims on Germany. Therefore if the question is to be regarded merely as a business matter, what would be said of a company in which the holders of sixty per cent. of the shares might be put in a minority" bythe holders of twenty per cent.

The statement concludes that Britain should be the first to realise that to pay her debts, France must recover her taxable capacity to be in a position to meat German competition. "It is doubtless in England's interest that Germany should recover but certainly it cannot be in England's interest that France should be debased."
