[Adverse rumours as to Town Guard's condition have caused his price to recede. On June I it was rumoured that he hada jarred shoulder but would resume work the next day. Papyrus has been third favourite till quite recently and Pharos second favourite.]

LONDON, June 5. An attack on the new Singapore.dockyard was. made in the House of Lords in the form of a question by Lord Wimborne characterising the plan as 'a dubious act of imperialism" and an infringement of the spirit of the Washington Treaty,AY

Lord Wimborne asked against what prospec tive enemy the new work was designed.

Lord Salisbury, Deputy Leader of the House of Lords, replied. He reiterated that the Navy in the Far East was useless without, a furtified base at Singapore. He scouted the suggestion that the project iffringed the Washington decisions and declared that we were not contemplating at present any situation, but it was possible a situation might arise ten or twenty years hence.

The American delegates hope the reservators will reverse their decisions so as to enable the establishment of com mon strategy for the suppression of the common scourge of nations.

The American delegates have proposed that the employment of opiate products for other than medical and scientific purposes should be lilegal, and in order to avoid'abuse of these products, the production of raw opium should be controlled so that there should be no surplus available for non- medical and non-scientific purposes.]
