LONDON, June 5,
In the House of Commons, replying to Li-Col, CK. Howard Bury with regard to the American Prohibition regulations, Mr. Stanley Baldwin, the Premier, said the British Government did not con tend that a ship entering the territorial waters of a country was not subject to the jurisdiction of that country, but as the matter of international.comity of such, jurisdiction was not generally exercised, except to restrain acts likely to lead to a disturbance of the public order, and no possible disturbance to the public order of the United States, nor injury to other United States' interests, could arise from the existence of sealed liquor in ships in United States territorial waters, the Government had consequently LONDON, June 5. suggested to the United States Government that the Alterations to the list of Derby probables are proposed regulations might be discussed with other as follows:-

FAR EAST BASE
SINGAPORE PROJECT ATTACKED.
ний
"DUBIOUS IMPERIALISM.”
LONDON, June 5. An attack on the new Singapore.dockyard was. made in the House of Lords in the form of a question by Lord Wimborne characterising the plan as 'a dubious act of imperialism" and an infringement of the spirit of the Washington Treaty,AY
Lord Wimborne asked against what prospec tive enemy the new work was designed.
Lord Salisbury, Deputy Leader of the House of Lords, replied. He reiterated that the Navy in the Far East was useless without, a furtified base at Singapore. He scouted the suggestion that the project iffringed the Washington decisions and declared that we were not contemplating at present any situation, but it was possible a situation might arise ten or twenty years hence.
ай
Lord Salisbury believed the pessimistic prophesies that the enterprise would cost double what was expected would prove unfounded.
EFFICIENCY ASSURED.
In the House of Commons, Commdr B. M. Eyres-Monsell, Parliamentary, Secretary of the Admiralty, stated that because comparatively small sums were being spent on the Singapore project during the next two years, it must not be assumed that the work would not be carried out in a -business-like manner when the orders were placed. COMMON BURDEN..
WELLINGTON, June 5.
The Premier (Mr. Massey), in a speech, declar ed New Zealand could not let Britain bear the whole "expense of the Singapore dockyard, New Zealand and Australia would both have to take a share in the cost.

committee consisting of M. Leon Bourgeois, Mr. The Opium Commission has appointed aspecial
Campbell, Sir Malcolm de Lovigne, Myr Van Wettum, and Mr. Stephen Porter to find a concilia tive formula with regard to the American proposals regarding which the delegates of Britain, India, an d --- Germany have proposed reservations in respect of production and the export of opium,
The American delegation submitted a note saying it did not desire to Indicate the particular measures any country-should adopt to repless opium traffic but to admit that domestic usages in.a particular state were legitimate and conformed with the Convention would be a dangerous initiative and might lead to demands for international recognition of undesirable practices..
It seemed quite useless to base judgment on the legitimacy of raw opium production on account of its being employed according to usages established of the American proposals. in India. The reservations would destroy the scope
The American delegates hope the reservators will reverse their decisions so as to enable the establishment of com mon strategy for the suppression of the common scourge of nations.
The American delegates have proposed that the employment of opiate products for other than medical and scientific purposes should be lilegal, and in order to avoid'abuse of these products, the production of raw opium should be controlled so that there should be no surplus available for non- medical and non-scientific purposes.]
