WHAT A PUBLICAN MUST

- KNOW.

Before a man' can get a licence in England to sell alcohol on cer tain premises, he must show that he has at least two rooms that he, will give up for the use of the public. If, however, he merely requires a beer licence, it is only necessary for him to have one room for the public.

There are all sorts of little rules and regulations in connection with the selling of strong drink..

For instance, landlord who nixes strong beer with weak is liable to a fine of £50%

When a licensed house is being sold, quite an elaborate ceremony takes place on the day of the actual transfer..

All the parties concerned, with their solicitors, brokers and “gau- gers," ineet at the premises.

HOW A CHANGE 15 MADE. The valuation of the furniture and all other effects, except the stock-in-trade, is the first job. It is done by the brokers. Then the

find out the exact amount of stock on the premises, and a balance sheet is drawn up, showing exactly how much is due to the seller. Lastly the vendor goes to the tili, empties it, and then hands over the house to the pur chaser, who from that moment is entitled to all the profts made.

We are told all this in The Licensed Victuallers' Official Annual for 1922, which also says that liquor cannot be sold on doc. tor's certificate out of permitted hours over the counter of a licensed house. It must be sent out.

If a public house, is open for ayn purpose whatever, and if the land- lord is found intoxicated on the premises, he is liable to conviction. But if the house is closed, however, he is not so liable.

A most interesting fact is that members of the Vintner's Company of London may sell wine without a licence.

When casks of spirit arrived at the warehouses, duty was paid on the quantity of spirit that would come out of the cask, if the end was knocked out.

Obviously a' certain amount of the spirit was always absorbed by the wood of the cask, and it was impossible to charge on this.

So when the trader got his casks, he emptied them and then poured gallon or two of water-into the cask, continually placing the barrel, in different positions, so that the water came in touch with each part of the wood.

This was the "grogging." After a certain time the liquid was pour ed out and was found to be a mix- ture of spirit and water. It was too weak to sell, but was useful in breaking down the real spirit.. "SWEETS" IN THE LIQUOR TRADE.

Over the door of a public house or in some other conspicuous posi- tion, the name of the landlord must be painted, followed by the word licensed and then the names of such commodities as he is licensed to sell.:

"Sweets" in the liquor trade does not mean chocolates and other con fectionery, but any liquor mado from fruit and sugar, or from fruit and sugar mixed with any other material, which has fermented in manufacture, such as British wines. and mead.
