LAUSANNE, April 23-

The first meeting of the resumed peace con- ference was held this afternoon. Sir Horace Runbold, presiding, explained that the work reb maining to be done would be divided between three committees. The first would deal with the political and judicial parts of the treaty; the second with the financial; and the third with the economic. A special committee would deal with the com- mercial and fiscal regimes.

[The Feast of Bairant is a great festival of Mohammedan countries in a sense analogous to the Christian Easter and following upon the four weeks fast of the Ramadan.]

He hoped the Turkish delegation would be back in Turkey by the Feast of Bairam.

Ismet Pasha declared that Turkey had always shown a firm will to serve the peace of the world., The labours of the conference should be promptly concluded if goodwill were shown.

A remarkable story regarding the predominant motive of the Ellis outrage has filtered through./

It is stated that the crime was committed as a result of a vow taken by the ring-leader of a gang - wishing to avenge the humiliation inflicted on him- when some police rifles were recovered from the Bostikhel tribe. It appears that the women so taunted him as to make his life unendurable. -Therefore in conformity with Pathan custom he swore on the Koran before his mother, who had been prominent in reviling him, that he would per- form such deed as had never been heard of before.

Miss Ellis, 15 years old; was kidnapped eleven days ago by Afridi raiders who murdered her mother, wife of the district staff officer.)

BALANCE OF POWER IN EAST ASIA.

DUTCH NAVAL ANXIETY.

THE HAGUE, April 23. The royal commission considering the bill providing for the construction of a fleet to guarantee the neutrality of the Dutch East Indies rejects the suggestion that the legislature should suspend passing the bill pending the re-establishment of financial equilibrium in the Intlies:

The commission says. Holland cannot con- template leaving this extensive archipelago. undefended navally without abdicating from her position as a colonial power. She cannot close her eyes to the radical change in the balance of power going on in East Asia or to the problems of which peaceful solution cannot be assured for years.

The duty of providing a fleet cannot be delayed

In the House of Commons a motion for the re-and the Government should do its utmost to assure duction of the tea duty from 8d. to the pre-war level of 5d, which was supported by all the opposition. groups, was defeated by 257 votes to 179.

The supporters of the motion contended that as heer was not a necessary to the same extent as tea and was not an article of such general consumption, the reduction of the beer duty was not sufficient relief for the indirect taxpayer.

The Labour members generally favoured the complete abolition of the tea duty,

Major A. Boyd Carpenter, Minister of Labour, on behalf of the Government, contended that tea was the least onerous of all duties. He pointed out that with imperial preference the duty was actually little higher than the pre-war level. The Government could not afford to lose the £3,900,000

involved.

The duty was finally confirmed by 260 votes to 182.

During the Budget debate, the Chancellor of the Exchequer (Mr. Stanley Baldwin) stated that in view of the reduction last year there would be no -further relief in respect of tea and there--would be no change in sugar (Labour protests) as owing to special circumstances the consumer would not bene, fit from a reduction in the duty. He hoped, how ever, that a reduction would be possible at an carly date. The beer duty would be reduced a penny à pint and part of the reduction would be borne by the brewers. The cost of the reduction was estimat ed at thirteen millions.)

Cabinet depends on the adoption or rejection of its proposals.

Myr. Patyn, a member of the commission, while agreeing with the conclusions, considers that on the scure of economy the bill, after it has been passed, should not take effect before January 1, 1926, in order to permit the establishment of budgetary equilibrium.

Myr Trip, another member of the comnfission, dissents from the conclusions and urges that the adoption of the. Bil by the States General should be postponed until the financial situation has been restored..
