The Budget Burean expected Great Britain to pay about $60,000,000 cash on the debt, before the end of the fiscal year, but it now appears that any paymente, made by Great Britain, will be in Liberty Bonds, which cannot be used to reduce the defcit.

BHANGHAI POLICE OFFICIALS ARRESTED.

SHANGHAI, March 23.

A detective sub-inspector and detective-sergeant of the Shanghai police appeared in the British Police Court to-day, charged with employ ing the third degree in order to ex- tort a confession from a Chinese prisoner, and thereby causing grievous bodily harm.

After evidence of arrest had been given, the case was adjourned. Accused were released on bail.
