AMERICAN EMBASSY'S STATEMENT

IMPORTANT OMISSION.

LONDON, October 17.

The American Embassy announces that the sale of intoxicating liquore has been prohibited on ships in American territorial waters from October 7 and the provisions of the prohibition act are applicable to ships leaving foreign ports after October 21 on entering teritorial waters. The probibition does not apply to foreign vessels passing through the Panama Canal and

ot touching at an American port.

It is noteworthy that the foregoing does not man- tion the probibition of storing liquor in lareign veskes which was the subject of the recent Daugherty ruling.

Reuter understands that the British note mentioned earlier is a reply to a suggestion from the United States months ago that Britain might assist the United State in stopping the liqucur traffic by taking certain pre- cautions at British ports. It does not refer to the Daugherty ruling.

BRITISH POLICY.

LONDON, October 17. Reuter learns that after much disccasion between the Foreign Office, the Colonial Office and the Board of Trade on the proposed British and American co-opera- tion with regard to the emuggling of alcoholic liquors British policy was framed on the following lines:-

Lord Salisbury, addressing the Unionist Die-hards at Arlington House, repudiated the advice of Mr. Austen Chamberlain to support the Coalition which was he coming increasingly unpopular. The only ground for continuing the Coalition was the Bolshevist bogey. It was absurd to tay the majority of the working classes were Bolshevists. They were hard-headed and patriotic citizens. The Coalition had gone. The Unionists re- spectfully demanded the freedom of their party.
