WAR-TIME CONDITIONS. IN AMERICA.
WASHINGTON, July 22nd. Heatlose days, like those experienced in wartime, are causing a serious discus- |sion to palliate the coal shortage, the effect of which, it is gloomily anticipated, will result in a fuel famine during the winter; since it is improbable that the depletion of stocks can be made up, even if work in the mines could be resumed im- mediately.
The Cabinet met and lengthily discussed the position resulting from the failure of the conference between the Senate Com- mittes and the Railway Executiver. It is stated that the President regarded the zituation as serious, but not hopeless, and not at present sufficiently threaten- ing to require the use of Federal troops anywhere.
Labour President Compers appealed to the Government to initiata direct negotia tions, asserting tabour's good-faith, and declaring that unless the employers are absolute autoorsta, 'strikos, can quickly, ba adjusted.
In the meantime, the Government is appointing a special commission, presideil over by Mr. H. C. Hoover (Secretary of Commarca), to secure the distribution of necessary coal and to maintain operation of the railways.
NEW YORK, July 2nd. The Chairman of the United Statēs Shipping Board announces that thirteen additional ships, with an aggregate ton- nage of 90,000 tons, have been chartered to bring coal from Europe. Orders for 500,000, tons of coal have placed in Eng. Hand and Wales.
