In the debate on the military budget in the Assembly, the majority of speakers attacked the pro- posed expenditure.
Mr. Gour, leader of the Democratic Party, depand ed reduction of military expenditure to 20 per cent, of¦ the revenue according to principles which he said were enunciated at the Brussels conference. Otherwise hel threatened his party would use its constitutional powers to arrest progress of the budget.
The general tone of the debate showed that Lord Rawlinson's speech had stiffened the non-official Indian opposition to the budget. Bitter disappointment was expressed at his uncompromising attitude.
Sir William Hailey, winding up the debate, em phasised that the four years' deficits were due to the Afghan and other unforeseen wars which had cost 25 crores and to the transference of central revenues to the. provinces un 'er the reform scheme. He declared that the estimates could not be reduced.
