The Acting High Commissioner for! Australia has received the following advices by cable from the Prime Minister's Department, Melbourne - JAB.

The full Bench of the IIigh Court delivered a unanimous judgment on the 8th instant as to the enactment and regulations of the Navigation Act. to the extent to which they purport | Dae. to prescribe rules of conduct to be observed in respect of ships engaged solely in the domestic trade of a State" beyond the powers of the Common- wealth Parliament. The Act pur- ports to deal with four classos of ship- ping: First, ships regi tered in Doc. Arstralia, and engaged in interatate foreign trade; second. ships registered engaged in terstate trade; third, ships not registered but engaged in interstate trade fourth, ships not registered but engaged in interstato trade. The High Court held that the Act applies to classes one and three, but not to -classes two and four. It held further that by virtue of Section 2, the pro- visions of the Act are severnble in their application, so that invalidity as to classes two and four does not affect validity as to classes one and three.

The proceedings aruse on ទេ ! demurrer by the Commonwealth to u statement of claim by the Newcastle and Hunter Steamship Co., and 30 other plaintiffs, asking for all order to restrain the Minister for Trade and Customs from enforcing certain Navigation Act enactinents as against shipowners only engaged in interstate trade. In the Senate, Senator Duncan asked "Since this decision appears to limit the Act's application to a few interstate ship. ping companies, will the Government consider the advisability of disband- ing the Navigation Department." Senator Russell, representing the Minister for Trade and Customus, replied that the provisions dealt with in the High Court judgment constitute relatively an unimportant portion of the Navigation Act. The control by The Commonwealth not only of inter- state shipping, but of all oversen ships trading with Australia remains un-i impaired, and, therefore there is no intention to disband the Navigation Brauch.

ROOM IN OIL FUEL,

In July 1914 the vessels in Lloyd's Rgister fitted to burn or converted for burning oil fuel totalled 1,310,209 tons, and in July last the correspond- ing figure was 12,796,685 tons.

The consumption of coal, in the case of steamers now in existence fitted for oil fuel, explains Lloyd's Register of Shipping annual report, would represent about 20,000,000
