CHINA'S GREAT NEED EMPHASIZED.
However chaotic may be the con- dition of China to-day-politically and-economically it is a fairly aafe' assumption that there will come a time when the Chinese nation will turn from its present occupation of internal bickering, distrust, mutual slaughter, wasteful spending and useless military operations and revert to or adopt a systein calculated to bring to the country economicsalvation and a more or less lasting peace. Such a change is bound ultimately to come -whether it will be brought about by international intervention, by the. efforts of the Chinese people them- selves, or by any other menus, is, at present, immaterial: for present con- ditions in the land render the achiev ing of the end far more important than the means to that end.
Even before the Revolution, Chins had aspirations to become an import- aat maritime nation, but the events: of the past decade, and particularly of the last two years, have so jeopar dised any chances in that direct on that now they cannot possibly be realized fully for many years to come, even under the host favourable of conditions.
