The stipendiary discovered that "pilferage" at the Landen docks was a highly organised, and lucrative "business" In the wine and spirits department, for instance, beautifully made soft-rubber receptacles were wom, so closely. Etted to the body that a cursory examination and a mere passing of the hands over the external clothing failed to reveal the secret. One bad ftature of this form of pil'erage was that the thief often wasted more than he stole ; for in his hury and anxiety to get away with his booty he often neglected to turn off the tap or to stop the leak, and whole casks of wine or spirit, were left to run dry. Moreover, there was a regular system of mutual insurance. among these enterprising gentlemen. Copying the big societies, the risk was spread, so that a comparatively heavy fine was scarcely felt by the poor chap who was unfortunate enough to be caught at the game.

Mr. Cairns, on making up his mind how to act, gave full notice from the bench of his intentions. He announc- ed that the old employee and first uffender stunt was played out so far as that court was concerned. Lenient methods having failed, he warned all future offenders that might come be- fore him that, on conviction, he would refuse to count respectability and long service as palliatives. On the other hand he would tazard such <Icuses as aRRravating the offence, because they, of all men, should know better and show a good example. Therefore he had deermined to im- pese terms of imprisonment without the option of a fine, the term being increased up to the maximum as successive cases came up. He was Seven days as good as his word.
