Leon Bourgeois), Britain (Mr. Balfour or Mr. Fisher), Italy Marquis Iperiali), Japan (Viscount Ishii), and China (Mr. Wellington Koo), also Belgium, Brazil, and Spain. The business includes the appointment of

a mandates commission and five commissions to examine amendments to the Peace Treaty, economic blockade, opium trafic, stc. The council will stody the questions of the Sarre Basin, Damig, and disarmament, and receive documents with regard to mandates and other questions.
