RETENTION OF ROSITE.

It is to be a policy of conservation, 25 opposed to expansion, apparently: but its precise military quality was discreetly left by Mr. Long in the hands of the Committee of Imperial Defence.
On one point, Mr. Long was emphatic in repelling suggestions of excessive expenditure, and that was in respect of the storage of oil fuel. "I am prepared to take my stand on the oil policy of the Admiralty," de clared Mr. Long "for it is the necessity of the moment." The Admiralty'e preparations, which involved the provision of oil depots at various points, costing £671,000, were thus defended. Not less vigorously vigorously, Mr. Long stood out for the retention of Rosyth.
The question of expenditure on Dockyards, he said. had been ex- haustively examined, and he did not think the amount could be reduced with safety. It was the duty of the coustry to maintain an efficient Navy, and it was not true economy to postpone expenditure.
THE COASTCUARD SERVICE. Rear Admiral Sir R. Hall (West Derby, C.U) urged the Committee to consider the Coastguard service as part of the sea services, and there: fore it should under the control of the Admiralty.
Commander Viscount Curzon (Bat tersea, S., C.U.) agreed with all that Admiral Hall had said with regard to the Coastguard Service. After giving instances of delays that bad taken place in that Service with regard to wrecks, be said that part of the difficulty had arisen through the division of coast watching between the Board of Trade and the Admiralty. He urged that the duties should be unified and placed under the sole control of the Admiralty. He hoped the Admiralty would stick to Port Edgar, which was one of the finest and best equipped stations of its sort. It admitted of destroyer flotillas being refilled at the maximun possible speed.". He would like to be, assured, however, that the Admiralty had been able to get over the difficulties connected with the silting up of the harbour,
