TYPHUS EPIDEMIC.

DANGER OF INTERNATIONAL. MENACE.

LONDON, September 4. Owing to the danger of the typhus epidemic in Poland and Galicia becoming an international menace, Mr. Balfour, on behalf of the League of Nations Council has appealed to the various governments for the immediate provision of £250,000 of the £10,000,000 required for combatting the menace. He emphasised that the recent military events had made the need for relief more urgent.

THREATENED STRIKE.

MINERS' LEADER AGREEABLE TO MEDIATION.

LONDON, September 4. The Sunday Times publishes an interview with Mr. Smillie, the miners' leader, in which he expresses willingness to accept mediation by an impartial board on the principle of the wages granted being commensurate with the real increase in the cost of living and the reduction of the cost of living preferably brought about by a diminution in the price of coal. Sir Robert Horne welcomed Mr. Smillie's statement and hoped that it would

lead to a settlement.

LOOPHOLE..FOR SETTLEMENT.

As regards Mr. Smillie's declaration last evening, accepting the principle of mediation, Sir Robert Horne, in an interview, said that the Government would gladly let an Industrial Court.decide concerning the miners' demand for increased wages and that the Court, if the miners desired it. could include representatives of the employers and the miners. Sir Robert Horne was of the opinion that the Miners Federation objected to an Industrial Court, but pointed out that nearly all the other great Trade Unions of the country had resorted to it, and that the Court in recent times had proved of great efficacy. Sir Robert Horne added that Mr. Smillie's statement appeared to offer a loophole for an ultimate settlement, even if failing with reference to an Industrial Court. Finally he emphasised that the supreme necessity at present was the increased production of coal, and that increased I production would justify the reconsideration of the whole wages question.

Beaux, September 4th. The Zabalanteiber states that a new com- pany with a capital of 100,000,000 marks has been formed in Hamburg with the object of developing the existing mar garine, oil works and reviving the produc tion of food-fats in Germany.

The Deatsche Bank and the Hamburger Vereinsbank are participating in the formation in conjunction, with the Jurgens Margarin-Fabrieken of the Netherlands.

PARIS, September 3rd. A Hates message sayi:- Germany has granted all the Franch demands arising from the violation of the French Consulate in Breslau. Germany agrees notably that the Foreign and Home Ministers will personnally apologize to the French Ambassador.

PARIS, September 3rd, A Havas message says General Weygand who engineered the victorious Polish counter-offensive awarded the Cross of the Grand Officer of the Legion of Honour.

SITUATION IN SYRIA.

Fazza, September 3rd. A Havas message says:- In Beyrouth, Syris, the Moslem popula- tion expressed loyalty to France every where on the occasion of the Beirni cele- The Moslem papers express gratitude to France for establishing in Paris a mosque and an. Islamic University.

The League of Nations announces that the committee connected withbration. the Brussels Financial Conference will meet in Paris on September 18 to examine the principles which the expenses of the League should be distri buted among its members. The committee will include a representative from India. The League's transit organisation will meet at Barcelona in Jan, to deal with questions affecting, international travel with a'view to eliminating the present inconveniences and re-establishing normal conditions, simplifying customs formalities, securing better regulations for obtaining passports and visas, and reducing the fees for passports, Ex-Enemy countries are invited to send representatives on the special sub-committee.

BELATED POLISH ADMISSION.

TROUBLE WITH LITHUANIANS NOT DENIED.

LONDON, September 5. The Poles at length admit that they are having trouble with Lithuania, A communique issued at Warsaw on September 4 says that Lithuanian detachment crossed the frontier laid down by. Lord Curzon and attacked Polish cavalry. The communique remains silent regarding the outcome of the fighting.

WARSAW, September 5, The Reds endeavouring to envelop Lemberg are now retreating. The Poles are endeavouring to cut off Budienny's retreat.

MUNITIONS HELD UP BY GERMANS.

BERLIN, September 4. The Vossische Zeitung reports that a British steamer bound from France to Dantzig was refused passage of the Kiel Canal on the ground that it was carrying a thousand tone of munitions for Foland.

WARBAW, September 5,

It is announced that the negotiations regarding the frontier and the future relations with Poland have been broken off and the Polish delegates are returning to Warsaw. The Supreme Council has been informed that the Lithuanians propose a new line of demarcation renting through Margrabovo, Augustovo and Szzugzyn. It is understood that the Lithuaniang place the responsibility for hostilities upon the Foles and con tend that the Lithuanians were compelled to defend themselves. On the other hand the Poles claim that the Lithuanians fired first.

BRESLAU CONSULATE INCIDENT CLOSED.

The German Foreign Minister and the Prussian Minister of the Interior visited the French Embassy and expressed to the French Ambassador the apologies of the German Government for the attack on the French Consulate at Breslan.

FARLS, September 5th, The French Government pointed out to Mr. Gavan Duffy, the so-called Ambas- sador of the Irish Republic to France, the difficulties which will arise if pro-Irish agitation is tolerated in France.

Mr. Duffy has accordingly arranged to go to Brussels, but he will be allowed to return to Franco if he abandong all pro- Irish propaganda.
