IN SOVIET RUSSIA,

PROGRESS MADE IN

EDUCATION.

IMr. Fase, the Mainichi's corres-

•pondent in Moscow, has sent an interesting telegram on progress in Russia, which is given by the Japan

·Chroicle]

Moscow, May 2

On May 1st I Interviewed Mr. **Lunacharsky, the People's Com. missary for Education He is one of the most popular of the people's commissaries and is known as the school reformer, the creator of the free school and out-of-school educa- tion and proletarian culture in Soviet Rugaia. On the walls of many of the factories and at schools and institutions. I saw his protrait side by side with that of Mr. Lenin.

Mr. Lunatcharsky said "In the field of school reform we have in- troduced the idea of a unique labour school where children, independently of origin and the public status of their parents, join one and the same school. The school field has been considerably widened. At present we have 73,000 'schock, 9,000 more than before the revolution. We have five and a half million children of school age, of whom one-third only attend these schools. After a few years we shall be able to provide schools for all children. Teaching is free of charge. Besides this children are fed and clothed. We supply daily in

the schools three million dinners. For the past year we have supplied the children with nine million pairs of boots and eighteen million aschin [fourteen million yards of clothing. We have intro duced the American system. of manual labour methods. We teach the young children first of all self- management of the school. like cleaning, repairing, gardening, etc., while children over 12 are taught on the spot actual work in factories so that in the and institutions

end they receive a wide polytechnic .. education.. We have begun a decisive battle against illiteracy among adults. We have granted

four for this purpose

thou sand million roubles. Before the Revolution illiteracy reached 90 per cent. We have fought for two years with this inheritance of the Tsar regime by the roost resolute means .At and with military strictness. present the Red. Army has only 45 per cent. of illiterates against 85 in the Tsar's army. After four months Fetrograd will not have a single illiterate person. We have opened 12,000 libraries and 7,000 People's Homes, for which the landlord's manor houses have been thostly used.

"In the field of art we observe the principle of preservation of every. } thing valuable from among

the

ancient treasures, and at the same time we bend all our efforts towards the development of proletarian culturs. The museums have been considerably enriched. Many new music and art schools and theatres have been opened, which have been We are rade accessible to all. making wide use of cinemas for demonstration and educational purposes."

During the interview Mr. Lunat charsky's son came in and kissed his father on the cheek and someone brought him his dinner-some kasha. His secretary reported that some meeting was waiting for him and that his motor car was ready. At the same time a telephone rang. Thus the People's Commissary for Education is simultaneously busy with many affairs and is surrounded by a simple and plain atmosphere wherein he works without rest on the great cause of the education of the hun- dred million people of Soviet Russia

From the beginning of last year, at Mr. Lenin's initiative, the so- called Labour Saturdays have been organised all over Russia.. Every i Saturday, instead of a half-day's rest, collective labour of a mass character is being accomplished con- sisting of communal tasks of public significance, such as the con struction, repair or clearing of railways, bridges, schools, hospitals ar people's palaces. This year it was resolved to transform the May Day celebrations into an All-Russian Labour Saturday.

The whole of Moscow was afoot from early in the morning. Work- men, soldiers and employees of in- stitutions, forming themselves into groups, began, their day's labour with flags flying and the singing of the Internationale. I joined a group of employees of the Foreign Affairs Commissariat and travelled to one of the suburban stations, where we -worked with shovels at the repair of the permanent way, under the control of the railway workers. After our task was over, bread coupons-were distributed among the participants, but as my part of the work was un satisfactory, I could not get any bread. This shows the strictness with which the Bolshevik motto, "He who does not work shall not eat," is carried out.

A “DIVORCE COURT" NOVEL

THE REAL THING.

In his pe novel ("A Remedy .Against Sin." Hutchinson, 7s. 6d. net), Mr. W. E. Maxwell succeeds in conveying the atmosphere of a court of law, a feat often attempted by novelists since the classic case of Bardell v. Pickwick.

This time it is the divorce couTÈ. "Its general aspect," writes Me. Maxwell, "remladed one of a library, or perhaps the meeting place of some new religion, with its book-cases, wood-carving, desks, and pulpit-like

clasures." In a later passage Mr. Maxwell shows that he has got the very essence of the spirit which sur- rounds every big trial. Those who have been presént at 'many know that he has succeeded.

The note is struck in the matter-of- fact, commonplace wording:

The progress was very slow. It seemed to Claire that all conspired to make it slow. Nothing was ever taken for granted the most obvious things had to be inquired into. Moreover, everything that anybody wanted, such as a date, a letter, a book, was always missing; and in. the hunt and the tumbling and rum. maring of papers the seeds were being sown for rich harvests, of future delays. Everybody, too, said things three or four times instead of once. Often the witness could not hear counsel's questions, counsel could not hear the witness's answer. and the judge could not hear either. Also difficulty was occasioned by counsel framing questions in such a manner that when witnesses heard them best they understood them least. How could it be otherwise than slow?

But those who frequent law courts: soon learn that there is meaning. behind these drawn-out methods. Claire, Mr. Maxwell's heroine, who' was present in the court on a cross- petition against a cad of a husband. learnt this too. Before long she

felt respect, if not admiration, for the laborious, painstaking manner of the process by which the facts. were searched and sifted out. It was the grinding of a mill that would pass nothing uncrushed. Ignorant as she was, she seemed to know that the judge was competent, acute, and watchful. She understood several times when he pointed out the logical drift of things, and believed that Sir James's (ber counsel) profuse thanks for his assistance were genuine. Their 'slowness began to strengthen her confidence. It made them the more - certain to establish the truth." She thought, Great is the truth; and here, at least, it shall prevail." So she left the court the first day with a satisfied feeling that every- thing had gone well. So many litigants with justice on their side have done the same. But they do not realise the deadly nature of ball- truths as twisted and turned by clever counsel, nor the effect of these on a divorce-court jury, which does' not as a rule understand knight- errantry. The cross-examination of Claire is done in a masterly fashion. It is the real thing. Mr. Maxwell has done nothing better,"
