CLASS HATRED.

A MEMORIAL LECTURE-

Lord Robert Cecil. M.P.. delivered the second Earl Grey Memorial Lec ture at the Armstrong College. New- castle, in January. He said that the late Lord Grey had no enemies and he had friends in classes of his Men loved himi

fellow countrymen because he loved mankind.

Continuing, Lord R. Cecil said Nothing can be worse than class hat- red. It poisons the whole political life of any country. It is the Anc duty of patriotism to abolish. . Il wo are ever 10 secure a real union of classes we cannot afford to hamper the attainment of this object by the reckless use of controversial halt truths. Even without them the task

is difficult enough, though there is no lack of suggestions as to how it should: be done. One school suggests nation- alization. Their idea apparently is

that in this way you would put an end to industrial strife by getting rid of combatants—namely,

che of the capital. That is not, however, am accurate account of what would haj- pen. Capital am using the term in its ordinary popular sense, as we talk of the share capital of a com- pany-would continue to exist, but it would belong to the State.

DISADVANTAGES OF NATIONALIZATION. Nationalization may be of advantage an other grounds, though I do not think so myself, but as a remedy for the antagonism between capital and labour by getting rid of capital, it does not seem promising. Nor must ît bả forgotten that in this connection it beg its special disadvantages. If a Gove ernment Department is itself the em ployer there is no supreme and im- partial authority to appeal to in a dis- pute between the Department and its workmen.

I have never heard, for instance, that the work done at Government dockyarde ∙is markedly superior so that tur id out at similar privately-owned undertak ings. But if it is to be a true partnership, something more is necessary. Part- ners are entitled to know 'as of right the financial, position and commercial policy of the undertaking in which they, are engaged, or otherwise they can have no, security that they are receiving their proper share of the profits; and they have a further right to be consulted, not on every detail of the management of the business, but oft all important questions concerned with Lit. Where partnership between labour and capital has been fully established, both these claims have been conceded.

THE DESIRE FOR RIGHT:

I am convinced my fellow country- megold-choses desire what is right. To them let us appeal, each to those he knows best. For my part, I will appeal especially to that section of the community in which. 1 was brought up and to which many of my friends and relations belong. The landowners of this country havde.
